You know, its better to get a VPS with great services, don't mind the prize. There are some VPS hosting that are so cheap and they give their customers a bad service, so you are wasting your money in that VPS. My advice is look for a VPS that has great service and also check some reviews about the VPS if the host is good and hey give up good services.

Do not waste your money buying those cheap host.

You will find loads of cheap VPS's out there, just make sure you trust the host that you go with.
If you don't mind unmanaged servers then you can really good deals, normally managed will cost quite a lot more.
Also if a service doesn't say its managed in big flashing letters always assume that its self managed, avoids disappointment

Yes... right. Just don't search for only cheap hosts. Support is most important.

I think that VPS accounts which just199.com offers are self-managed.
With a virtualized private server you can expand your website beyond the restrictions of a typical shared environment. In a virtualized environment you are free to test / reload / reboot your server without any interaction from a 3rd party. This kind of control gives you the power to test / develop in multiple operating systems.

Of course they're unmanaged. At that price, how could you possibly expect that technicians are monitoring, fixing, patching/updating your individual VPS account

Now, if they actually are managed at that price, run the other way. Managing a server for that price just isn't possible.
