Best Web development software to use?

I'm building a website that will, in theory, be heavily dependent on user contributions. What is the best (and more importantly, easiest) web development software to use? I've heard about dreamweaver but its pretty expensive. Anyone know of a cheaper, wysiwyg based system that will allow me to create a website like this, with room for people to contribute? Thank you!!

Well, these days it all depends, wysiwyg apps are very unreliable in terms of generating clean and cross-browser-efficient code. I would say that if you're going to use any type of wysiwyg, you will spend equal if not more time optimizing and creating new code from hand to make your website compatible with all browsers so it will appear correctly.

My advice is to look into Rapid Development Frameworks, which use the M(odel) C(ontroller) V(iew) paradigm for implementing web code. This will require you know a little about CSS and such, but once you get the hang of it, it's very easy to reference code and templates across the internet to get your website up and running fast.

Some frameworks that come to mind:

Ruby on Rails
CakePHP
Grails (Groovy+Spring+Hibernate)

Take a look at some youtube videos, etc, get a feel for it. That's my recommendation.

In my own experiences, for your sites are heavily dependent on user contributions, why not just setup a blog using Wordpress. It is really nice for visitors to leave comments.

I think a search using 'Free WYSIWYG HTML editors' on Google would bring you a lot results.

but dream weaver only helps to design your web page.. it is not for developing purposes..
any way for developing I would Prefer ASP.NET..
Since you can even design your page (moderate with no flash works).
